urban blending and the mythical search for ‘congruity’ in the city

Eighth in the new series, in the urban world, juxtapositions matter

Last week, a colleague in my day job contacted me in search of an expert witness in a large American city. This ask for a recommendation—and its premise—was not unusual for a pending design review process. His client needed a credible opinion that proposed development, flanking a current urban open space, would be “incongruous” with the existing use.

For many, a dramatic contrast in height, bulk and density is the recipe for “incongruity”. But, in a larger sense, don’t today’s urban centerpieces by definition show the latent “incongruities” of city life?

Think of Chicago’s Millennium Park, and its multifaceted and controversial history of funding snafus, cost overruns and debates about building aesthetics, security practices and public access. Should default discussion about an urban project really be focused first on surrounding building height and modulated, architectural solutions (sometimes termed “density with grace“)? 

Actually, urban blending and any associated quest for balance are much broader topics, and my response to my colleague above was both quizzical and consistent with my New Year’s, series-framing premise: Once a potential urban overlap, overlay, or “juxtaposition” emerges, the search for harmony and agreement should travel far beyond physical limits, in a comprehensive fashion not limited by ambiguous words.

Many “experts” opining on tall, “densifying” edges of public open space are actually more concerned with broader issues, such as funding mechanisms that pay for the open space and improvements, as well as other key, urban “go-to” disciplines, including transportation and housing. This breadth of focus can lead to a very different view that leverages “incongruity” as the inevitable urban solution.

In other words, the “incongruity” that some would malign as an uneven landscape of height and imbalance, becomes a treasure-trove of irregular, provocative architecture and investment.  This investment generates aesthetic and monetary capital to enhance, and not detract from, the public realm nearby.

As often happens, consideration of these issues reminded me of something more fundamental and traditional—a mix of human imprints on the natural environment that I have written about before, a world away.  In Iceland,  I characterized much of what I saw there as an unforgettable balance of human settlement and dramatic surroundings.

As I said last year both here and in Atlantic Cities:

In Icelandic landscapes, in small towns, and in the resurgent capital city of Reykjavik, are scenes and stories that transcend nature, culture and the built environment. In the imagery of such places, we see scaled expressions of urban settlement and transport, both past and present, including dramatic examples of human interactions with the raw elements of nature.

In these photographs, the visual juxtaposition of fishing village and glacier, of small buildings and sky, is to me, nothing short of astounding. The harmony and agreement—the “congruity” that is the foil of this story—is clearly present where churches and outbuildings on the Snæfellsnes Peninsula  honor natural surroundings with simplicity and scale.

In the city, can we, and should we, aspire to such purity?

How much should regulations, and battles of noble NIMBY and developer, dance around the prospect of such resplendent and ideal visions?

While under our regulatory system, the whims of subjective citizen commissioners may be kept honest by largely objective city staff, project proponents will almost always argue the real cost of materials and the balance of profit that complicate the limited aesthetic orientation proffered above. In a “densifying” urban core, the marketplace often varies from an implementable, smaller scale of development.

The point of showing a vision as clear as the Snæfellsnes Peninsula—supplanting for a moment Millennium Park’s big city dimensions—is not to dwell in a nostalgia of lesser scale overseas. Rather, by showing examples of authentic harmony and agreement—at least as I see them—we can distinguish the balance humans still carry out in the raw landscapes of simpler places from the vocabulary of balance we often seek downtown.

When faced with a juxtaposition such as the problem presented—an “incongruous” urban development—I have learned both as practitioner and pundit not to dwell on the perfect extremes sought by proponents and detractors.  Client permitting, I would rather spend time with the inherent compromises necessary when the discussion inevitably moves toward the merger of public and private realms.

If we remember these nuances in urban setting today, we will better understand that balance and “congruity” are not absolutes, but end-games with multiple meanings, dependent on context, and careful reflection.

how places survive, the movie idea

Earlier this week, in “contrasting two models of how places survive“, I compared two ways town forms can survive—by idea and in actual physical form—and underscored  the truly critical ingredient, the people.

If that post (which also appeared in The Huffington Post, here) could be put to film, the trailer would look something like the recently updated, embedded video below.

Perhaps it’s time to take the idea to fruition, and produce the real thing.

why the “sit-able city” is the next big idea

At TEDCity2.0 in New York City the week before last, urban redefinition, reinvention, and reimagination ruled. Among the presentations:  that urbanist stand-by, the most walkable cities in the world.

Mind you, I don’t want to upset the gurus and nabobs of urbanism.  But I’m just back from southern France and Corsica, with contrasting images galore and a new point of view.

Simply stated. walkable is good, but sit-able is better.  And it’s time for the next big focal point and idea, The Sit-able City.

Why would this shift lead to an enhanced understanding of place?

The sit-able realm is a place of human universals, broader than the walking that transports us there or passes through. And the sit-able is about far more than street furniture and sidewalk dining, pop-up urbanism, and Parking Day.

Rather, sit-able places are key, interdisciplinary focal points where the delight of “placemaking” and cultural traditions of “watching the world go by” merge with the sometimes conflicting domains of law and politics, economic development, public safety, gentrification and the homeless.

Frequently, the public dialogue debates who sits where and why.

In my city, the Seattle Mayoral race has focused on perceptions of center city safety and approaches to enhance public confidence downtown.  And across Washington State, the Spokane City Council has joined cities wrestling with the Constitutional aspects (in the United States, at least) of “sit and lie” ordinances and associated government efforts to enforce civility in the public realm.

I know.  A new focus on the “sit-able” spaces in the public realm sounds more like cultivating couch potatoes than great cities.

But consider the purposeful, contemporary images shown here.  Sitting to rest, converse, beg and sell is what people have always done, and it captures a significant part of urban life.  Sitting with style, grace, safety, and reflection is a major element of “place capital”—an increasing buzzword for urban success.

In summary, a greater focus on the sit-able invites rich discussion and ready illustration based on human tradition.  The sit-able is where those walking home meet the homeless.  It embraces parks and park users, places to read, and those benches where we offer a place to rest to someone who has a better reason to sit down than you or me.

A focus on “sit-abilty” could be a game-changer and encourage a richer conversation about why, ironically, we sometimes have second thoughts about a rest stop in the reinvented, walkable cities of today.

reading urban mobility with parent and child

On a recent September stroll in Avignon, I saw two vignettes of parent and child, each with a subtly different gloss on who controls transportation choice.

This new imagery amid old world streets calls the question of the day. Which generation should choose how we get from place to place in the city?

Take a look at the passive parent in the second photograph.

The answer is, increasingly, oh-so-clear.

city pianos–little effort, much reward

Given the right context, the simplest urban intervention enlivens public space, reaps enormous value, and fosters fundamental human expression and curiosity.

In recent years, American cities have seen a rebirth of several such street level activities, ranging from small “parklets” to food trucks. The public piano trend is among the latest–and to my mind the most successful—of the many pop-up catalysts now popular in small city spaces. Notably, one website inventories the appearance of street pianos around the world.

This summer, Vancouver’s CityStudio is bringing the False Creek seawall to life next to the Olympic Village, as part of the Keys to the Streets Project. The piano shown above complements a pedestrian and bike environment–with little effort and much reward.

Last month, to the south, a government-appointed Seattle task force alone recommended 37 different tools (PDF) for enhancing public space management.

The Seattle list reads like an inventory of items garnered from the urbanist blogosphere, e.g. sidewalk cafes, wayfinding signs and pole banners. Yet public pianos do not specifically appear in the Seattle accounting.

However, as the photo above clearly shows, with first inspiration from New York, Portland, Miami, and elsewhere around the world, the appearance of public pianos in Vancouver shows a classical musical instrument still translating well from city-to-city in a digital age.
